How much is too much and how little is too much ?
In today's competitive world when people are ready to oblige with anything it is too difficult to frame generalised rules and regulations . HR in such cases categorises people according to designations and management level .
Staff : For the employees in this category as much as trying to shake hand or offering to hand shake with opposite sex is sexual harassment if the other employee in question raises alarm or complains to its higher authority.
Junior management : For the employee in this category as far as hugging and kissing is acceptable provided they are the hard working types .
Middle management : Employee coming into this category can get away even with molestation in public as they are difficult to scout for and are also expensive .
Senior/Top management : Employee of this category can get away with as much as rape in the office premises forget about anywhere else . It is just a favour asked by the top management and they are more or less equal to Gods for the organisation and one cannot refuse them anything including sex .

HR hence has got different set of rules and regulations for different category though not mentioned in black and white . Everybody knows the person raising an alarm is no where to go to so HR guidelines says : "give a pep talk and tell the complainant to forget it all as this is common in work place and if required threaten to sack them . If required sack one such complainant and set an example for the rest to keep their mouth shut ."
Employers and HR need not worry about sexual harassment as it is custom to blame the victim and it is always the victim who stands at the receiving end !
